What's New: California Air Resources Board Awards JASPER ENGINES AND TRANSMISSIONS A Large Spark-Ignited Off-Road Engine Executive Order.

JASPER, IN., February 6, 2001. JASPER Engines and Transmissions announced that it is in a leading position as the one of the first companies to receive approval from the California Air Resources Board (CARB) for an off-road engine emission certification.

The company's JASPER Alternate Fuels Division, located in Jasper, Indiana, received an Executive Order for an Emissions Certified Engine package under California's new emissions regulation affecting large spark-ignited (LSI) engines used in off-road industrial and agricultural equipment. The JASPER 460 is registered as a 50-state certification.

The new CARB regulation requires engines used in off-road and industrial applications to meet low-emission levels through the use of closed-loop fuel systems and three-way catalytic converters and to meet the requirements of an extended emissions warranty.

The Executive Order, issued January 31, 2001, allows JASPER Alternate Fuels engine packages to be sold in California or incorporated into new off-road agricultural and industrial equipment sold in California.

California has long been known for having the world's strictest automotive tailpipe emission regulation standards, and this new regulation continues CARB's vision to reduce environmental emissions. California has expanded its regulations to all forms of internal combustion engines-industrial, watercraft, motorcycle and others-in an attempt to significantly reduce air pollution.

The latest regulation affects most off-road equipment, such as forklifts, sweepers, ground support equipment, generators, etc. The regulation requires original equipment manufacturers (OEMs) to certify the engines used in their equipment or to use certified engine packages in their equipment if they plan to sell their products in California according to the tiered implementation schedule.

The engine package, based on a JASPER 460 (7.5 liter) industrial eight-cylinder engine equipped with an Engine Control Systems TermiNOx™ -DGC three-way closed loop emissions control system, was engineered for propane fuel, integrated for application and tested and validated at Engine Control Systems' world headquarters in Newmarket, Ontario, Canada. Engine Control Systems is a division of The Lubrizol Corporation, with world headquarters in Wickliffe, Ohio, USA.

In August 2000, JASPER Alternate Fuels and Engine Control Systems formed a partnership to develop the JASPER 460 engine package and other engine packages to support the market's growing demand for low-emission engine systems.

Calvin Thorn, General Manager of Jasper Alternate Fuels Division, said, "This is a milestone for both of our companies and the industry."

"The dynamic partnership between Jasper Alternate Fuels and Engine Control Systems resulted in our being one of the first companies to meet and substantially exceed the state's new emission regulation. The benefits of our system for the agricultural and industrial markets are tremendous in terms of speed to market, engineering time, cost savings and environmental leadership. Because this engine is remanufactured, we are reducing raw material use by up to 75 percent, which makes our engine truly environmentally friendly. This is a cleaner technology than is currently being used in the agricultural sector to pump irrigation water, and as an added benefit, it will eliminate fuel spillage and soil contamination," added Thorn.

Mr. Ed Richards, President of Engine Control Systems, adds, "This is a prime example of what can be achieved between two dedicated organizations working together to meet or exceed today's stringent air quality requirements. According to the developers of the newly designed unit, Jasper Alternate Fuels and Engine Control Systems, the propane-powered engine burns 60 percent cleaner than its diesel counterpart. The JASPER engine also produces less than 0.5 g/bhp-hour of NOx (oxides of nitrogen) emissions and no measurable PM-10 emissions compared to the cleanest diesel engine currently on the market, which produces 6.9 g/bhp-hour of NOx emissions and .6 g of PM-10. Diesel exhaust PM-10 is a toxic air contaminate and known human carcinogen.

"The bottom line for OEMs is if they wish to sell their products in California starting in 2001, they must use certified engines in a percentage of their products. They can either perform the certification process themselves or simply purchase a complete unit from Jasper Alternate Fuels. In 2004, the regulation not only becomes more stringent in terms of engine and emissions durability, but it requires certified engines to be used in the majority of equipment sold both in California and the nation.

"Our goal in developing the engine was and still is to develop engine packages that are both very low in emissions and extremely durable. As an example, the regulation requires the engine not to exceed 3.0 g/bhp-hour of hydrocarbons and oxides of nitrogen combined. We certified at 0.6 g/bhp-hour. Such low emission numbers are a true indication that the regulations can be satisfied while retaining the customer's requirements for performance, drivability and economy," said Thorn.

Jasper Alternate Fuels and Engine Control Systems are developing other engine packages for the increasingly stringent demands of low emissions regulations scheduled to be implemented in 2004-the same year in which the regulation becomes national through the Environmental Protection Agency.
